The Allegheny Regional Asset District board approved a 2011 budget Tuesday that gave larger funding boosts than it had originally proposed to numerous local arts and cultural groups.  The $81.1 million budget represents a 2 percent increase from 2010 funding levels and a 1.1 percent increase over the levels proposed in September. The boosts were made partly because sales tax revenue -- which funds the RAD -- continues to outpace last year's levels, said Dan Griffin, a member of the board's allocations committee.
